人員輸送と訓練のロジスティクス
数千人に及ぶソ連海軍兵士をどのようにコールドベイへ運ぶかは、計画初期の大きな課題でした。当初、ヤルタ会談後の協議では、欧州からの帰還船を利用してアメリカ東海岸経由で輸送する案や、アメリカからリバティ船を譲渡して輸送に充てる案が出されましたが、太平洋における船舶不足によりいずれも実現しませんでした。
